Wilson offered to help negotiate an armistice based on a return to prewar borders with no punishments for either side. Only a peace among equals could prevent a war for revenge in the future, he warned. Wilson also offered his vision of a new world order based on democracy, disarmament, and free trade that he hoped would emerge from the ashes of war. But Wilson’s words came too late; just nine days later, Germany announced that it would begin unrestricted submarine warfare on February 1, 1917.
